Review of his role as City Manager as he prepares to Retire

Mr. Hoefgen was appointed City Manager in January 2015 by the Mayor and City Council  following an open recruitment process.   Prior to becoming the Interim City Manager in April 2014, he was the Redondo Beach Community Services Director for approximately three years. 

He previously served as the City Manager of Palos Verdes Estates (2007-2011) and as Assistant City Manager of Del Mar (1992-2007).  His prior work experience includes the City of Encinitas and working for two cities in Texas – San Antonio and University Park.  Hoefgen has a Bachelor of Science Degree in Education from Emporia State University and a Master of Public Administration Degree from the University of Kansas.

Joe serves on the Board of the Redondo Beach Chamber of Commerce, the Redondo Beach Round Table, and has volunteered with a number of civic and non-profit organizations over the years. Joe is married to his wife, Audrey, and they have two adult children, Michelle and Michael.

Amarok Society
Gem and his wife, Dr. Tanyss Munro, founded the Amarok Society in 1992 to support their efforts in providing education to First Nations children that were not being adequately served by the existing school system. 
 
The Munros then set their sights on improving the prospects of the poorest people in Bangladesh. 
 
Disregarding the perceived wisdom of many developmental assistance agencies they initially sought support from, Tanyss and Gem  determined that by teaching the mothers of young children they'd be reaching the segment most invested in their children's success.  
 
These women are required to take what they've learned and teach at least five children, thus empowering the most undervalued demographic of the region.  
 
The successes achieved by this program have had profound effects on how citizens in the area view education and their women.  
 
In addition, the people have been provided with a competing narrative to those professed  by fundamentalist extremists in their midst.

Sharkie Zartman is a former USA All-American volleyball athlete and champion competitor at UCLA where her jersey was retired. She was a member of the U.S. Women's National Volleyball Team and was inducted into the California Beach Volleyball Hall of Fame.

Sharkie holds degrees in kinesiology and instructional technology and has taught health and fitness at the community college level for over forty years.  She is the author of nine books, including Empowering Aging, Have Fun Getting Fit, Shark Sense, and #HeySportspParents.  She is an award-winning volleyball coach at the club, high school, and college levels winning several state, regional, and national titles.  She is also a certified health coach with the official sanction of the New York State Education Department and the Institute of Integrative Nutrition.

Bruno Perron has been a personal fitness trainer for over 31 years. With over 34,000 individual training sessions to his credit, he is one of the top professional trainers in the country. While in charge of managing his own business, Bruno was also the strength and conditioning director of the South End fitness and racket club for over 15 years. Bruno's formal education includes a BA in physical activity from University of Ottawa and a MS degree (pending) in Kinesiology from University of Sherbrooke. During his master’s program, he worked on a team responsible for structuring and administering the strength and conditioning program of the Montreal Canadien hockey club and their affiliate in Sherbrooke, Quebec. The certifications accredited to Bruno Perron include the American Council of Exercise, the Functional Aging Institute  and the Red Cross CPR program, which were directly responsible for Bruno saving the life of a patron by using a defibrillator.

Bruno has volunteered for several years as a head hockey coach for the youth hockey team, Bay Harbor Red Wings, and as an assistant coach for the Palos Verdes Mustangs of the Pop Warner football program. His vision is to offer the best quality fitness program in a fun and friendly atmosphere.
