Dr. C B Joshi, a professor of Mechanical Engineering, was born in Kathmandu, Nepal, in the year 1946. He did his master’s in mechanical engineering from the Technical University of (the then West) Berlin and Ph. D. in Hydropower from the Indian Institute of Technology Delhi. During the year 1999-2000, he was Fulbright post doctoral scholar in Colorado State University, USA. He has specialized in the field of New and Renewable Energy through training and research in USA, Germany, Italy, UK, The Netherlands, Thailand, China and India.

 West Basin is a wholesale water agency that serves nearly one million people in 17 cities and unincorporated areas in Los Angeles County. The district provides imported drinking water, recycled water, and conservation and education programs to its service area. 

As a policymaker, Houston has spoken at domestic and international conferences about the challenges facing our global water supplies and the future of our water security in the midst of climate change. In addition, he has authored articles on topics that include leadership in California water governance; water safety in the midst of the coronavirus pandemic; and the increased public acceptance of recycled water to meet our region’s future water supply needs.
